A dispute over the air conditioning

My roommate and I have an agreement, where the household stuff is all clearly assigned to one of us. We use a rigid structure to our roommate relationship, because having rules and boundaries ultimately keeps both of us happy. He works from home, and I go to an office, so most of the shopping and errands are handled by me, and much of the common-area domestic chores are his responsibility. We have a similarly rigid structure when it comes to paying the bills, because above all it needs to be fair and equitable. As of late, things have changed a bit because he runs the air conditioning more than ever before, and it’s costing me money! In the past I would turn off the A/C when I went to work in the morning, and then turn it back down in the evening. He is home all day, every day, which means the air conditioning runs nonstop for that extra 10 hours a day. Our power bill has almost doubled, simply because of the HVAC use, and I feel that he should pay extra for that. The way I see it, I now have to pay an extra hundred and fifty dollars a month just because he runs the air conditioning so much. That is well over a thousand dollars a year, and his air conditioning should not cost me that much. I have explained my thoughts about the AC and said he can either use it a lot less, or pay to cover the extra expense. We will see what he says.
